APPLICATION BY THE TRANSMISSION PROVIDER FOR THE RATE REVIEW FOR THE YEARS 2026, 2027 AND 2028 (FILE R-4306-2025)
The Régie de l’énergie (the Régie) will hold a public hearing to examine the application by Hydro-Québec when carrying on electric power transmission activities (the Transmission Provider) for a rate review for the years 2026, 2027, and 2028 (file R-4306-2025).
THE APPLICATION
The Transmission Provider is asking the Régie to review and set the rates and conditions of transmission services for the years 2026, 2027, and 2028.
The proposed annual transmission rates represent an increase of 1.4% in 2026 compared to the current rate, 3.4% in 2027 compared to the proposed rate for 2026, and 3.0% in 2028 compared to the proposed rate for 2027. The annual revenue requirement for native load purposes increases by 2.1% in 2026 compared to 2025 (excluding the rider), by 4.2% in 2027 compared to 2026, and by 4.5% in 2028 compared to 2027.
REQUESTS TO INTERVENE
Anyone interested in participating in the review of the Transmission Provider’s application must submit a request to intervene, along with the Liste des sujets form and, if applicable, a participation budget, no later than August 14, 2025, at 12:00 p.m. The request must comply with the Rules of Procedure of the Régie de l’énergie (the Rules) and the Guide de paiement des frais des intervenants 2020 (the Guide).
The Transmission Provider may comment on these requests no later than August 20, 2025, at 12:00 p.m., and interested persons may reply to those comments no later than August 22, 2025, at 12:00 p.m.
