HQT-HQD – APPLICATION BY THE TRANSMISSION PROVIDER AND DISTRIBUTOR FOR THE RATE REVIEW FOR THE YEARS 2026, 2027 AND 2028 – JOINT PART (FILE R-4305-2025)
The Régie de l’énergie (the Régie) will hold a public hearing to examine Hydro-Québec’s application to revise and set the rates and service conditions for electricity transmission (the Transmission Provider) and distribution (the Distributor) (jointly HQTD) for the years 2026, 2027 and 2028 (the Application).

THE APPLICATION
HQTD is requesting the Régie’s approval of operating expenses for the Transmission Provider of $1,393.0 million for the 2026 test year, $1,417.5 million for 2027, and $1,447.9 million for 2028. It is also requesting approval of operating expenses for the Distributor of $1,926.4 million for 2026, $2,022.2 million for 2027, and $2,080.5 million for 2028.
HQTD is also requesting, in particular, approval of changes to certain performance indicators, the maintenance of deemed capital structures, authorization of the weighted average cost of capital as submitted, and approval of costs related to other components of employee benefits as well as the submitted corporate expenses.
REQUESTS TO INTERVENE AND SUBJECTS FOR INTERVENTION
Anyone interested in participating in the public hearing must send a request to intervene, accompanied by the Demande d’intervention – Liste des sujets form and, if applicable, a participation budget, no later than August 14, 2025, at 12:00 p.m. This request must include the information specified in the Rules of Procedure of the Régie de l’énergie and the Guide de paiement des frais des intervenants 2020, both available on the Régie’s website.
