Request for an opinion from the Régie de l’énergie regarding the development of an integrated energy resource management plan (case R-4329-2026)

Pursuant to sections 14.2 and 14.3 of the Act respecting the Ministère de l’Économie, de l’Innovation et de l’Énergie, the Minister is establishing an integrated energy resource management plan (IERMP) aimed at promoting energy development in Québec with a view to energy transition.

Before finalizing the IERMP and identifying a final energy trajectory as well as energy guidelines, objectives, and targets, the Minister has asked the Régie de l’énergie (the Régie) to provide an opinion on the following aspects by April 1st, 2026, through an analytical lens that reflects the Régie’s expertise and skills:

  • Availability – ensuring a continuous and stable energy supply in the short and long term;
  •  Diversification and resilience – ensuring Quebec’s energy security and resilience.

For the purpose of issuing this opinion, the Régie may rely on the assessments of certain experts as well as on the preliminary report for the establishment of the IERMP prepared by the Ministère de l’Économie, de l’Innovation et de l’Énergie.

PUBLIC CONSULTATION

The Régie intends to retain the services of experts to obtain their opinion on the dimensions identified by the Minister. It also intends to consult persons interested in these subjects, who may submit comments no later than February 20, 2026, at 12:00 p.m.

PARTICIPATION

Persons interested in participating in this public consultation must register in writing with the Régie by 3 p.m. on January 30, 2026, by sending a letter to the Secretary at the following email address:
[email protected].

The registration letter must contain the name, address, email address and telephone number of the interested person or their representative. It must also set out the person’s interest in the subjects identified by the Minister, given their field of activity. Interested persons who wish to be recognized as experts must attach a curriculum vitae including a description of their relevant expertise with the issues being analyzed.

Following the consultation, the Régie may order the electric power carrier, any electric power or natural gas distributor, or the holder of a storage licence to pay all or part of the costs incurred in respect of the matter submitted to the Régie. The Régie may grant expenses, including expert fees, to persons or groups of persons whose participation it deems useful to its deliberations, ensuring equitable distribution of funding among them.
