APPLICATION FROM THE DISTRIBUTOR CONCERNING AN EEMS RATE PROVISION (CASE R-4311-2025)

The Régie de l’énergie (the Régie) will hold a public hearing to consider the application by Hydro-Québec when carrying on electric power distribution activities (the Distributor) for an EEMS rate provision (the Application).

THE APPLICATION
The Distributor is asking the Régie to set a rate provision related to the use of an electrical energy management system (EEMS) (the Provision) as well as the Distributor’s electricity rates, in accordance with the proposed text for the Provision.
The Provision will be implemented in three phases and will consist of applying a 3% premium to the total monthly bill of any Rate L customer or any customer with a special contract subject to the rates and conditions of service approved by the Régie who, by December 1, 2027 (Phase 1), April 1, 2029 (Phase 2) and after April 1, 2029 (Phase 3), has not implemented or renewed an EEMS that complies with Hydro-Québec’s certifications or requirements, as follows :
– Phase 1: ISO 50001 certification, Energy Star certification for industry, or 50001 Ready recognition from Natural Resources Canada;
– Phase 2: ISO 50001 certification;
– Phase 3: periodic renewal of ISO 50001 certification.

APPLICATIONS TO INTERVENE
Any person wishing to participate in the public hearing on the Application, other than the recognized intervenors in case R-4270-2024, must file a request to intervene with the Régie by noon on October 20, 2025, accompanied by the Liste des sujets form listing the subjects they intend to address and, if applicable, a participation budget, in accordance with the Rules of Procedure of the Régie de l’énergie (the Rules) and the Guide de paiement des frais des intervenants 2020 (the Guide).
The Distributor may comment on these requests by no later than noon on October 22, 2025, and the interested parties may respond by no later than noon on October 24, 2025.
